Public Policy Innovation for Circular Economy Implementation: Lessons from Southeast Asia

The transition from a linear economy to a circular economy (CE) has become essential for sustainable development, particularly in regions facing rapid urbanization and resource depletion such as Southeast Asia. This paper explores how public policy innovation facilitates the implementation of CE in Southeast Asian countries. By examining policy frameworks, institutional arrangements, and pilot programs in nations like Singapore, Indonesia, Thailand, and Vietnam, the study identifies key drivers and barriers to CE adoption. Findings show that public policy innovation—in the form of regulatory reform, cross-sectoral collaboration, fiscal incentives, and digital governance—plays a crucial role in operationalizing CE principles. However, gaps remain in terms of enforcement, public participation, and scalability. The article offers a strategic framework for governments to enhance CE integration into national policies, supporting a resilient and inclusive green transition.
